In order to have the ability to submit information returns electronically using the IRS's FIRE (Filing Information Returns Electronically) system, you must first complete and submit the application for your Transmitter Control Code. This is done by filling out IRS Form 4419, located here:
http://www.irs.gov/pub/irs-pdf/f4419.pdf
Please note that it can take up to 30 days to process, so you should fill out and submit this form early in the year to avoid delays.
Once you have received your Transmitter Control Code, you can follow the process as noted in the IRS Publication 1220. This publication is updated every year, and released in early July, so we recommend reviewing it annually to determine whether or not any of the changes affect your organization.
